Note that the Ecoline card labels this an 'Effect' and has the text 'You may always pay 7 plants, instead of 8, to place 1 greenery.' Compare this with the UNMIs ability, which is labeled an Action. My hypothesis on your game is that you fear to be left behind and everyone tries to out terraform ecoline but since ecoline has a advantage in this, you lose. IMHO, Ecoline is the easiest corporation to win with in Terraforming Mars. As the expansions get added, Ecoline gets better, since the plant destroyers get diluted. If you have excess titanium (floater engines + titan shuttles spaceport colonies on triton + envoys earth elevator madness, etc) it is highly efficient. You pay 15MC upfront to then buy 1VP per 3MC.
